KISWAHILI KAMA LUGHA RASMI NA LINGUA FRANKA YA AFRIKA MASHARIKI

Hadhi ya Kiswahili katika eneo la Afrika Mashariki inatofautiana katika mataifa tofauti. Nchini Kenya, Kiswahili ni lugha rasmi na pia lugha ya taifa. Nchini Tanzania, ni lugha ya taifa na pia hutumika katika shughuli nyingi rasmi. Ndiyo lugha itumiwayo katika kiwango cha elimu ya msingi. Nchini Uganda, Kiswahili kimeteuliwa kama somo la lazima katika mtaala uliozinduliwa mnamo mwaka 2017. Kilipendekezwa kama lugha rasmi ya pili ya Uganda mnamo mwaka 2005 lakini pendekezo hilo halijapitishwa rasmi. Mnamo mwaka 2017, Bunge la Chini la Rwanda lilipitisha sheria inayotambua Kiswahili kama lugha rasmi nchini humo. Makala haya yanatumia nchi hizi nne za Afrika Mashariki kuchunguza maendeleo ya Kiswahili katika kipindi cha sasa na kuonesha kama maendeleo hayo yana matokeo chanya au hasi katika mataifa husika na eneo lenyewe. Utafiti utaongozwa na nadharia iliyoasisiwa na Howard Gile ya Makubaliano ya Mawasiliano (CAT) lakini ambayo imeendelezwa katika hali nyingi. Yatatumia mihimili yake ya mwachano na makutano. Makala yanachukulia kwamba maendeleo ya sasa ya Kiswahili yana manufaa mengi kuliko hasara.
